If you times that workout by 13.1 you'd get 16.4 miles, which will mean you missed a few turns.

I could live with 5:15 x 13.1 but I am guessing the hill in the course and my sorrowful training routine will add 10 to 15 seconds.

First race of the year - just run hard. You'll at least have a shot at the course record :-)
And by the way, I don't think there is any chance I could run 5:15 pace for a half marathon right now. Takes a few races to get the legs used to that kind of effort.
